It is caused by a sweep. The mechanics are secret to avoid authors cheating, but it should remove duplicate and dubious votes.

A sweep happens several times whenever there is a themed contest running, with a massive one just before the results are announced. It usually impacts most on contest entries, but can affect other stories as well.
