I don't know about the toys, though I suspect you could get more for your money online since there are usually very hefty markups in these "party" items.

As for the bondage, why not hit the thrift store and get some silky scarves or whatever to use? Once you've experimented and are sure your guy's into it, you can invest in better equipment (I'd suggest good lined leather cuffs and/or soft rope, rather than novelty items; you can probably find a great deal on both if you're willing to look around). Again, if money's a little tight, there's no reason to pay a bunch extra for stuff you can get for almost nothing, especially if you're not sure said items will be used a lot. With a little thought, I'm sure you can find a fun way to present your new toys for free/really cheap (like you could buy a Chinese takeout-type container at the craft store or pay for an extra if you ever bring home food and present it that way, maybe).

as far as restraints: an alternative to consider might be some cheap nylons pb can tear off of you. i'm a bit of a fan of "disposable" attire... :>
