I blame them for living in a place where hurricanes happen, when all they have to do is simply migrate or exodus to a better location on the planet, as humans have been doing for millennia upon millennia.
In this regard I do see them as less human (subhuman? sub-human?) than others.

I get that. It is a pie in the sky solution. Billions will have to get it back to where it was. It is not like they had great infrastructure to begin with.
Putting the utilities in the ground keeps them out of the wind but exposes them to salt water. It is an engineering nightmare.
We should just move all of them to Utah.

Funny how many refuse to recall how dire Puerto Rico's economic/infrastructure status was before Mother Nature's Harvey and Maria ravaged it, direness directly inflicted upon Puerto Ricans by their own choices of liberal/progressive/socialist government and culture.
So it's no surprise GB socialists disingenuously insist that "a territory appurtenant and belonging to the United States, but not a part of the United States within the revenue clauses of the Constitution" is the same as America, that it's 3rd-class American citizens (they can't vote for President and have no congressional representation) are somehow no different than natural-born and naturalized American citizens, and that Puerto Rico is NOW America's responsibility to save.
Can't save themselves, so demand others must save them is the socialist cry no matter the situation, all toward the intent of bringing everyone down to their socialist level of "equality" - the same socialist level of bureaucratic FORCED "equality" that strangleheld Puerto Rico in the direness it was wallowing in before Harvey and Maria.
Puerto Rico's majority love of socialism is what brought it literally to its knees before the hurricanes; now that they're almost knocked-out, they have the choice of picking THEMSELVES up and improving their OWN situation, or staying down on their bellies slithering around like all socialists do, demanding someone else help them to continue their collective slithering.
Puerto Ricans need to rightfully declare their unalienable independence and get on with doing their own thing, instead of their lips always agape ready to keep on sucking the teats of socialist dependency.
