Porn sites contain graphic videos and photos that are not great for young children to see. I’d like to see things done that make porn sites more difficult for children to access. Parental control tools and supervision of kids web usage are important but insufficient. Too many parents are incapable (or irresponsible) to use those options effectively. It’s way too easy for teens and pre-teens to access material that can be harmful to their psychological growth and development. This bill probably isn’t the right answer but there is a definite need for better control over what children can access over the web.

At one time I considered making a website for authors to self-publish their work on. Any category, anything goes, as long as it's legal to publish.

The burning question quickly became; how to keep minors out of the adult section? The answer was to require signing up to create either a publishing account or purchasing account and using a credit card number as part of the sign up/account creation. The card had to be in the member's name as the original credit applicant. Note, debit cards and pre-loaded cards aren't "credit" cards so those won't work. You could browse the titles and read jackets, but no reading of content without an account.

I thought it'd work. For those who don't have an actual "credit" card, too bad - you either don't have good credit and therefore wouldn't be able to buy anything so you're just wasting everyone's time, or you're a luddite who doesn't use the internet anyway.

There's two and a half reasons this wouldn't work. First, credit cards are less, by far less, ubiquitous elsewhere in the world. I mean, as it happens I know not a single person in real life who uses actual *credit* card, with actual credit. Everyone runs around with debit cards here. Well, yeah, it's probably nitpicking as those cards work anywhere they should and your hypothetical probably wouldn't be such a weird exception. But that's the half of it. The real elephant here is, credit card companies is who are right now effectively enforcing decency rules on the internet. The reason "anything goes" sites have hard times existing is because credit card companies don't work with them. No, not because of user cards either, it's all about advertising, billing and shit.

The second big reason is, much too many people are paranoid about privacy when dealing with indecency, oftentimes for quite good reasons. They wouldn't use a site without anonymous access options.

And yes... since in most actual households it's still primarily exactly the children who configure most devices...

The CC would be for age verification purposes as well as purchasing. Don't try to buy adult books, no issue. Want to buy adult themed books? Either a CC or no joy for you.

As for debit cards, no one I know would use one for fleabay or Amazon. Most consumers won't link their bank acct for PayPal, vendor's excepted and that's often only a business acct and not their personal acct.

It would be a publishing/book seller website. If the CC companies want to censor in the name of decency, they'd better get ready for a lot of pushback from authors of transgender/queer/LBGT books.

Not that I'm going to do this anyway. I want to retire; not start another company and try to run it during its fledgling years.
