Prostitutes and Education

An article in yesterday's UK Guardian newspaper claims the economic value of prostitution in Spain is €18 billion ($15bn US) approximately half the Spanish governments annual Education budget (population 40 million).

I'm wondering if they are spending too little on education or too much on prostitution.
 
They should legalise it and regulate it like they do in the Netherlands. Prostitution is never, ever going to go away, no matter how many laws and punishments governments introduce to tackle it. What they should be doing now is making sure that the industry's as safe and fair as possible to the women who work in it.

If they did that, I'm sure they'd find some way of taxing it... which would mean more money for things like health care and education.
 
As I understand things from the article, it is more or less legalised. The law prohibits people living from the proceeds of prostitution but allows property to be used for prostitution through the rental of rooms. Most of these quasi-licensed places accept the women as entirely free agents and provide medical staff on stand-by in case of need.

The government is currently preparing legislation which may move toward full legalisation.
