Problem w/ "Fresh Stories"

On several occasions (most recently about 10 minutes ago) I've gone into a story that's been moved onto the "Fresh Stories" list, only to discover that there are no new posts.

Anybody else have this problem? Anbody know the cause? Anbody know a solution?

Reason: If someone has rated a thread, it makes a change which is picked up for the "Fresh Stories" list despite a rating being an uninteresting change. Probably it's a mistake in the rating program code. Editing an existing thread doesn't cause this.

Solution: None in sight. We're not optimistic that the site maintainers will pay attention to a minor issue like this, when basic site maintenance like approving new story submissions isn't happening.

Fortunately someone seems to re-start the server when it occasionally fails or loses its database connection.
