Alec is the latest Prince of Gavinium, heir to the throne created by Sophia, last Countess and first Princess of the city-state. She it was who issued the Edict of Family Fidelity, requiring future sovereigns to take harems entirely composed of their relations of both sexes. Members of the Royal Family are also forbidden to go outside the dynasty for sex. This was done to avoid issues of angry husbands and fathers under previous rulers (or angry wives and mothers, when the rulers were female). The eldest child at the age of majority would succeed the Prince or Princess upon his or her death. All members of the family of legal age (18, duh) are to give the ruler preferential treatment in sexual favors, but are encouraged to mate with each other as well. No one, including the ruler, is permitted to sleep with those outside of the family. Non-ruling relations are all deemed part of the harem.
The problem is simple: Alec must follow the law of the land, which requires him to make his own mother his chief consort. In the past, he has only slept with his siblings and cousins. He is reluctant to mate with his mother to consummate the marriage, since he finds the idea somewhat revolting. The court officials and his family are desperate to persuade him to go along with this, because he would have to abdicate if he refuses.

Alec can't help that he doesn't want to fuck his mother. He is perfectly willing to commit incest, but his mother? It just seems extreme, no matter how long this has been required of the ruler, to take the eldest close relative of the opposite sex as chief consort. However, it is considered his duty. He is weighing his chances. Does he really want to give up the throne? Can he bring himself to do his civic duty and sire a child with his mother?
If he doesn't, however, he has been told that his twin sister, a few minutes his junior, would reign in his stead. While he likes her, he doesn't believe that he would want to her subject, when by law she should be his. Not to mention that she is a little silly and unintellectual, and he thinks that the ruler should be a philosopher like himself.
