I know there’s a rule against real people in non-consensual situations, which this may end up being.

I'm not so sure about the real person being in the dominant end of non-con, but better safe, so no go here.

Best we can probably do, is write about a close doppelganger of our man, without specifying from what party he got elected, and steering clear from any direct commentary on his policies.

Sure, that's stretching the rules, abiding to the letter not the spirit. In environment where censorship is done by single picky individual that has no guarantees to get try.

I have seen current POTUS used as a plot device on several stories, without political judgment, just as a force of nature, and I think some stories can be attributed to rather obvious political stance, so there must be quite a bit of leeway on this.

Then, I recall reading a story (not so long after the last POTUS got elected) where a dominant woman stormed voting place and violently raped all voters of certain party using toys and adhoc objects. What I'm not sure, was that story on this website... probably not.

If you don't explicitly name the country or the president, you may get away with it by making it a parody. In that case I'd probably much more enjoy reading it, as imagining US president Trump in the story... that'd be a huge turn-off there and then.
