Try erotext.me. There exists a feature, where you can upload a draft that is read by other members who identify themselves as beta-readers.

Well, if not for the OP, maybe for others with a similar question:

A simple Internet search for "writers group" will display dozens of sites where someone can share their drafts with other writers for feedback. Here is a quick example from a search that I just did:

Is there a way to publish drafts as "stories" with the intention to get feedback on them?

Sort of. You can publish your story as is and wait for comments and such and then resubmit it as an edit. It would be tedious as hell because edits go to the back of the queue, but it sort of works for what I think your goal is.

I'd suggest you look for a beta reader or two or maybe an editor.

The answer is still "no." You really are best off finding a beta reader, which will be FAR easier if you've already published something.
