Possibility to select timezone without automatic adjustment for Daylight savings?

It's just a minor annoyance, but...
I'm in the UTC timezone, so that corresponds with GMT except of course that in Europe, the people in GMT zone are now in Summer time (daylight savings) and thus one hour ahead of me (and of actual UTC/GMT time)
Would it be possible to add choices for timezone selection without automatic daylight savings adjustment (like is the case in Windows for example)? I mustn't be the only person in the tropics.
