Well we wouldn't want nonproductive people to be productive. So they don't need jobs in production, maybe Defence, that is among the least productive jobs. SO Draft them all! They can dig a moat around the CIty and defend their oppressors. It's the English Way!

Poor people shouldn't have children.

The government should always provide that safety net for those that are born and raised in poverty, but I come at this from the other way round. If I didn't have a job, or had a low paid job, would I start a family?...no. I think it's immoral that people do start families with the express intention of being in receipt of all sorts of benefits from the government.
