I'm hoping they were talking about some sort of court case. That's the usual usage for it.

It means that whatever they're describing as "dispositive" is aimed toward the disposition (generally, the final decision) of the case.

They were talking about the Bin Laden video and how hearing him say certain things made it a "dispositive" experience for them.

Ick. Lawyerspeak. I'm betting that's what they were, right?

Basically, what they were saying was that Bin Laden made statements in the video which would make any legal case against him a slam-dunk. Or at least that the statements would bear directly on how the case was decide.
