I am uncut, and with my penis, even when Im hard, I still have skin on my head. Not hanging over like when im soft, but just on it. Its not pulled all the way back like everyone else's in pics/movies I have seen.

Is this normal?

It depends on what you mean by "not pulled all the way back"? Can you pull your foreskin all the way down over your glans without getting a too tight feel? If yes then it´s fine, because I myself am uncut too and it is like this for me.

i think it is better to leave a boy uncut until he is older and can make his own decision... they can't use anesthetic (spelling?) on babies so it is a lot more traumatic.... and sometimes doctors can botch the surgery. (Just watch Hedwig and the Angry Inch) A friend once told me that 85% of men are uncut... you sound normal and lucky that the decisions were all left to you
