House Republicans this week reinstated an arcane procedural rule that enables lawmakers to reach deep into the budget and slash the pay of an individual federal worker — down to $1 — a move that threatens to upend the 130-year-old civil service.

The beginning of The Progressive Era in the United States is widely acknowledged as 1890. What a coincidence.

However, this salary slashing point of order has almost everything to do with the General Schedule - the pay schedule for civil service - rather than the practical civil service itself. And even if it does result in the practical upending of "the 130-year civil service", all but progressives should loudly cheer.

The federal civil service employee unions should take care and cool their jets, unless they wish to be squished virtually all at once. Of course, if they pick the next two years as the time to go down fighting, I wouldn't object.
