Partial quotes question

I'm having a research fail moment here. I'm looking for the proper way to write a partial quote that is picked up in mid-sentence.

Example: Turning on the television to hear the anchorman say, "With more of our continuing coverage of this dangerous storm."

I've already established before the quote that it is picked up in mid-sentence with narrative. I just need to know how to properly write the quote, and I simply cannot find it.

That's exactly how I have it at the moment. Didn't look right just starting it without a fade in, and didn't look right with the W capitalized either.

I'm sure that I've seen it before in something that I've read ( in book form ) but just can't find it. I wouldn't have such strong convictions about what looked wrong if I hadn't seen it done in something professional before.

I'll go along with 'the ellipsis and no capital'.

While I agree with the Kipling (mis)quote there are not quite that many possibilities here.
