I would say most guys are orally-challenged, and it has nothing to do with whether they are cute or not, nor whether they are boys or men. I would say the main problem is they are more interested in extracting cum than they are making love to the man behind the penis. Now, if someone hasn't j/o'ed in a week or more, maybe anything they do feels good. Thus, it doesn't take much to get them off.
