Its 2004, same world as it is now.
At Cal Tech a very powerful encryption system was under development. If successful, their wouldn't be a single Chinese, Russian or even American comunication system that couldn't be breached.
Needless to say, this is software that the US Government wasn't even going to share with the FBI. Those boys and girls are a bit too...visible for this little toy. Carnivore caused them enough shit looking through email.
This was something that would make all present codes and the theories they opperate on outdated.
Now, the hell of it. A piece of the software is missing. It was on a CD which is encoded so that it cannot be uploaded onto the net or accessed without being on a terminal in Cal Tech or NSA HQ at Fort Mead. (Or so the NSA believes)
The CD missing is #3 of a 60 CD set, all of which are necessary for proper opperation, but even a look at the source code would give insight into how it operated.
With the war on terror, the Chinese and the Russians being...well, the Chinese and Russians, comunication secrecy and secrecy in general is more important than ever.
Foreign governments routinely infiltrate people into American universities which are heavy into R&D, and Cal Tech may be full of spies. Some of the professors may be traitors seduced by sex, blackmail or a dollar figure. Their as students who are anarchists, people who don't feel secrets should be kept secret and information should flow free, and who knows what else.
The Lab was trashed, a professor was killed by a knife in the kidney (Single thrust. Was it luck or training) and his laptop is missing. The laptop doesn't contain the software, but a fragment of the developement notes. It can't run the CD and doesn't have the rest of it.
The other CD's are in a vault at a federal building in LA for safekeeping after this.
Who has the laptop? The CD?
Could be kids looking for things to sell to a dealer. Could be more... The killer could be the victim of a false flag opperation were you think you are working for your own cause, but in reality at the behest of another....
If you want to work for the FBI, you will have resources of your own and the locals, the ability to flash the badge and not have to slink in the shadows. Of course, if you go outside the bounds of the law, your in deep shit with your boss, can loose your support and your job.
If you want to serve your Nation from another point of view, then all the shackels the FBI has are not incumbent on you. However, if you get caught, its going to be worse, and if the feds get ahold of you, well, you should not be opperating in the USA so they are under no obligation to have profesional courtesy toward you.
Foreign agents have an even more difficult task.
You need to avoid the hunters in the light and in the shadows. Your resources are more limited, as you may not have fancy weapons, comunication gear, excessive cash or allies. Only your witts and your mission. You may be British, French, Italian, Isralie, Chinese, Russian, Japanese or anyother nation.
Who can you trust? Is your team loyal? Are your superiors run by the other side?
Is this all a ploy to expose foreign networks and eliminate them with the bait of information?
