It's a bit hard to see him actually kicking the dog due to the throng of people - but you do definitely see the dog being propelled across the area. I could see how it might be easy to mistake the dog was running away.

While you are correct that we don't see what started it, as someone who goes to dog runs every single day, I can tell you that when you see a group of dog owners that up in arms someone has definitely crossed a line.

Since you didn't see what he did first I don't understand how you can say the people around him are just as bad.

I see a whole lot of people completely pissed off, recording his actions and trying to get between him and a woman and her dog. When he kicks the dog the people go after him as he is a danger to the animal she is trying to lead away from the scene.

In what world are they as bad as a guy who kicks a dog?

It's not about the breed, it's how you raise them. I grew up with family members who bred chows who are "notoriously vicious"; however, in the 20+ years I lived in that environment I only saw a chow attack a person ONCE - and that when he had his tail pulled. The fucking ankle biters will do the same if you pull their tail, with fewer consequences.
