If you've driven through traffic in New York, you know what the rest is.

Printed books, newspapers, laptops, writing letters, making cappucino, fucking, rooting through briefcases, crossword puzzle, the list goes on.

There's a joke in a now defunct truckstop, New Yorkers and the New Jersey Yorkers do more work in their cars than they do all day in their office. Yeah, we can straight down into your cars darlins. We know what you're doing, and if you're doing it naked, so does every trucker on Channel 19 within range of the CB.

I think it's pointless to ban cell phone use if you're not gonna stop 'em from doing the rest while driving. Locked up in a traffic jam is something else entirely, for one, no cop is gonna be able to get to you to pull your ass over and write a ticket.
 
What about radios and air conditioners? I know I spend more time fiddling with them with my eyes off the road than when the cell phone rings.
