So is there actually an acepted form of both dialects? Who wrote the elven language, who's in charge?

Tolkien did, you blithering idiot. in his notebooks and in his head, he had worked out every language used in Arda (the world on which Middle Earth resides) which appears in his major writings, save for that of the ents, for it was too complex for humans or even elves to understand. there are books and books and books out about his language alone. and they all work. as perfectly as any other language. Tolkien was a linguist first and foremost. that was his specialty, his hobby, his profession, and his major. he actually created what would become Quenya before he even wrote the beginnings of The Silmarillion or The Hobbit. the guy was a genious of the highest callibur for the depth and the scope to which he delved to write three books (Hobbit, LotR, and Silmarillion).

We've all had our days with Dungeons & Dragons. But when do you decide that, whoa!, I'm going back to reality. Elven Sniper, what is his weapon that is so accurate? Surely you don't mean a bow, the range is far too limited to be considered a sniper.

Why can't Elves be Snipers? Remember when the Fellowship is running across The Bridge of Khazad-Dûm, when the orcs were firing at them from across the chasm? That can be considered snipering. Longbows, used in conjunction with Elf Strength, could fire great distances, and with proper cover...
