It's not an acronym, so it doesn't actually mean anything.

It's supposed to represent, though, one of those wicked witch laughs. You know the kind that the Wicked Witch of the East did while on her broomstick in the Wizard of Oz?

IMO, it's a stupid affectation used and is way more than silly and nowhere near amusing.
