in the common vernacular, the english we all speak, American is the term used to describe a citizen of the U.S.

similar with "swiss", "dutch", et. al.

It's dumb because it's nitpicking and has nothing to do with anything. People call themselves American citizens. It makes no difference if it's technically accurate or not. Everyone is well aware "America" is a big place that covers many countries. Meaningless in this context. Meaningless in pretty much any context really unless we're discussing geography of the western hemisphere.

I'm not saying it's not common vernacular. I've heard people from the United States referring to themselves as Americans before.

Also people from Argentina regularly call themselves Americans.

Nobody says US Person typically. Nobody. It's a dumb term. It may be accurate but that doesn't make it less dumb.
However he was saying it for a reason, because the NSA can't involve itself with domestic issues so the term actually applies more than just "American citizen."
By law everyone in the US should be safe from the NSA. It doesn't work out that way but that's how it's supposed to be.
 
Just because many US citizens arrogantly call themselves 'Americans' doesn't make it right.
