Number of Votes limit for hall of fame?

Is there a minimum number a votes a story must have in order to be on the All Time HoF list? I was curios to see if a recent story of mine had entered the BDSM HoF, and noticed that it hadn't on the All Time section, even though its score (of 4.76) was higher than some of the stories on the list. It got bombed pretty hard the first few days, and barely traveled above 4.0 within the first week, and consequently didn't get that many votes -- currently 86 of them. I noticed that none of the stories on the AT HoF had less than 100 votes, so I'm wondering if this is some magic cut-off number. I found my story at the 30 day HoF though (at the top -- wo-ho!)

100 votes for most categories, it's set lower for some of the small ones. I think that's for the ones where a minimum of 100 votes wouldn't allow them to fill 250 positions in the toplist.
 
It makes total sense to have it, and as far as I'm concerned, it could have been set at a higher level to keep out more of the multi-chapter stories. If I'm looking for a good read, it's not very useful to know that chapter 22 of a certain series got a high vote score. Neither is it very useful when ten of the top 100 are just different chapters of the same long story. Couldn't the site just use an average (weighted or not) for the entire series instead? I know... Contact Laurel via PM instead... yada yada yada....

For awhile they didn't have to do anything, the list was broken for some time. During that time I had a story that would have hit number one.

Once the list started working I was very and I mean very briefly in the top five, that got knocked down quick.

BDSM in general sees a lot of bombs. I'm sure it has its inherent trolls like incest and non con and GM I also suspect there are people there who punish( a very fitting term for the category) the authors writing flat out non con and calling it BDSM.
