One night a year, the Government sets a nighttime 12-hour event where, from 7pm to 7am, non-lethal and non-violent pubic lewd acts of indecent exposure are legal, such as nudity and sexual intercourse. Emergency services will remain in operation in case events gets out of hand and police will be present to monitor the behavior. Indecent exposure would be re-illegalized at 7am exactly. Those who are still in a state of lewdness at that time will be prosecuted.

This leads to a night of sex and debauchery for everyone.

By ancient Baltic-Slavic tradition, one night in the year, the midsummer night, no marriage is in effect, so no sexual act counts as cheating. (Does the very broad permission to fuck anyone willing cover incest, interpretation differ wildly, but most tend to disagree.) At the same time couples formed or having first sex that night supposedly enjoy a blessing. It is generally perceived as shameful to fall asleep that night, sometimes interpreted as: to fall asleep alone, thus as requiring sex.

There's a slew of other minor traditions, superstitions, games, local activities etc, that suggest or demand nudity. For example, girls that want to be beautiful should wash in the dew at sunrise, nude of course.
