Detroit is not as big a market as New York or Chicago or L.A., but the Wings make more money than those teams, because they have a bigger and more supportive fan base than allows them to maintain a larger payroll. To me, that means that the fans that support their team the most get rewarded with a winner.
And besides, the biggest chunk of the payroll is Fedrov's salary, and he gets so much because in order to keep him, the Wings had to outbid, who else but, the Carolina Hurricanes, who's owner basically admitted that he just tried to jack up Federov's salary out of personal spite towards Mike Ilitch.

Actually, Fedorov's salary for this year is only 2 mil. The contract he signed with Carolina that Detroit matched was a heavily front loaded deal.... He signed a 6 year 28 million dollar deal in 1997, in which if the team he played for reached the Stanley cup finals, he would recieve a 12 million dollar bonus that year, each successive season, and the season in which he signed the contract, his basic salary is 2 mil. That season not only did Detroit reach the finals, they went on to sweep the Philadelphia Flyers, and then the next season went on to sweep the Washington Capitols...Each year he was his teams top playoff scorer, and was also relied heavily upon in Power Play, and Penalty Kill situations (as has been the case throughout his career). If Detroit goes on to win the Cup again, I would say that the Red Wings actually got a steal of a deal....He is an instrumental part of this team and is a tireless defensive player, who also has the ability to put incredible offensive pressure on the opposing team.
