Because it's illegal in a lot of countries.
Literotica only accepts stories with humans over 18 or mystical/mythical creatures, as long as they're not animals (whether talking or not).

Anthropomorphic (walking on 2 legs and talking) animals would be fine, as are aliens which look like an animal but again must walk on 2 legs and talk. Real animals are considered to be like children, unable to give consent thus unable to ethically have sex with. (Not my personal opinion.)

Any fantasy creature can be featured in a story. Unicorns having sex with humans is allowed, Satyrs, centaurs hippogryphs so on so forth are all allowed sex partners. Disgusting but allowed. The only thing not allowed is actual animals.

I believe there's a supernatural category where vampires and were-creatures generally go, otherwise shapeshifters are normally considered fantasy or possibly science fiction human-variants, they are not usually non-humans unless they are explicitly referred to as an alien race or maybe if they never wear a human form.

Because the owners of the site say so. Doesn't matter what the legal situation is anywhere - this is a private site and the owners get to say what goes up and what doesn't, kinda like the owners of a house get to choose the carpet.

Actually I meant a shapeshifter becoming an animal. Say a dog. Technically he would be an animal with a human mind and could give consent.

Technically yes, however it would not be allowed on literotica for a character in the body of a dog to have sex with a character in the body of a human. Not really sure what would happen if they were both in dog form.

Unable to give consent? Yet there's a category called "Non-Consent"? Maybe they'd accept it if it were submitted under that category?

And does a dog need consent when they hump your leg, or when they stick their darn cold, wet nose into your business?

There probably is an american with an online connection who has not heard of literotica somewhere but I don't know of one. Well make that one who has interest in sex stories anyway, heck I bet that a free sex search would get you literotica, along with more precise searches, fantasy stories, sci fi stories so on so forth, if you go vague or focused your gonna get literotica unless you filter out adult content.
