I guess the obvious question is: what kind of shoes are we talking about?

Where I come from, "nice shoes, wanna fuck" is what is generally referred to as "the mating call of the goth", so my automatic assumption is platform-soled New Rock boots or similar.

I guess another question to ask is, what do these shoes tell you about the wearer? How do they set them apart from other people? Are they smart and stylish, or sturdy working shoes? Wingtips or cowboy boots? High heels or steel toecaps?

It's probably more of a subculture thing rather than an age thing. According to urban dictionary it was an alt.goth newsgroup meme. I'm actually slightly too young to remember newsgroups, but I hung around with a load of ageing goth nerds at uni, so inherited a bunch of their jokes.
 
The title of the thread reminds me of an old college-era (seventies) pickup line:

"Hey, do you like peanut butter?"
"Yes."
"Me too! Let's fuck!"

But if they say "No," then the reply is "Me neither! Let's fuck!"

Yeah, I too think this doesn't have to have anything to do with shoes specifically, just an awkward offer (by a female?) to fuck right now for no reason or rhyme.

Randomly saw in YouTube a movie (called "Fly Trap" I think, but may be wrong) that should have been porn as otherwise it made no sense... where a busy older British professor (or something) car died for no reason somewhere in LA suburbs and phone appeared to have no signal so he went to in the house to make a call. He was welcomed by a stunning young woman who incredibly awkwardly offered him sex. What he accepted, even if a bit cringey. Then he found he can't leave the house, effectively abducted by a group of... well, they flat out claimed to be aliens (from outer space kind). The female was on a mission to breed and one of the men appeared to be eagerly waiting to dissect him afterwards.
 
I had a friend (not me) whose opening line was 'did you fart or was it me?'

As for nice shoes I've got a vision of highly polished black leather shoes reflecting back what she's wearing or not wearing under her skirt. 'Nice shoes' will prompt them both to look down and catch the reflection - white for panties, pink for no panties.
