Here's what I remember from the AP story:

Pretty straightforward and disheartening, because a lot of white teachers-to-be were also flunking. Why are so many people of all races who want to be teachers so ill equipped to do the work?

At least NY is honest enough to know that's all bullshit and they just want the standards lowered without the dog an pony show.
I don't see this as standards being lowered,
a person would still need to graduate college to become a teacher and pass other tests that show they are literate.

Well then, let's just do away with any sort of testing for anything. Awards for attendance will be the rule of the day. And to carry this insanity to it's logical conclusion no awards for attendance either, it discriminates against those who didn't attend regularly.
As a mater of fact why bother with the expense of schooling at all. When a child is born just slap a High School Diploma on their ass along with the birth certificate. Of course the local school district will have to charge some sort of fee, but what the hell?
Those with degrees in Education got into college with the lowest SAT scores of any of the 4 year degrees. And those that went on to get a Masters of higher did so with the lowest GRE scores. In other words you people have the very lowest denominator of the college educated class teaching your children. Public schools, K through 12, are little more than day care centers these days. The fact that the state of New York is even considering such a measure is an indication of how far things have fallen. It wasn't all that long ago that you couldn't teach in a New York high school unless you had a Masters in the subject you were teaching, not an education degree, a degree in the specific subject matter.
"But not my child's school" you say. "My child goes to the highest rated school in the county." Congratulations, but a school at the top of a pile of shit is still shit.
Schools are big business now and not unlike business, quantity and profit trump quality. You aren't getting what you're paying for and you haven't in quite sometime now. If you started treating the school system just as you would the purveyor of any other product things might change.

I gave you the answer that I went to public school and college. What was your experience in school? Mandated goverment test or majority of the tests coming from teachers?
In college? Midterms and finals.
High school, it depended on the class. Some teachers gave no tests and some gave a few each semester.
