It's a step in the right direction. Briefly, Governor Patterson issued a directive that gay marriages legally conducted elsewhere would be recognized in New York State. Last year, former Governor Spitzer had tried to get a bill passed to legalize gay marriage in New York. It made it through part of the process but got stalled.
