Does France or Russia meet that definition?
How does gov't dictating who or how one has sex with another consenting adult get defined as anything other than authoritarian?

That could get interesting, yes. Meanwhile, in some societies around the world, up to 60% of marriages are first cousins or avuncular (usually uncle-niece). 19th century upper-middle-class England had many cousin marriages. Parent-child or sibling marriages are much rarer, but also demanded in some cultures.
These women's error was going public. Gotta be careful about busting norms.

Children who are the product of incest often have extreme problems with their mental development. By making incest licit, a society is lowering its median IQ. A dumber society is a less successful society. Even sexual unions between cousins breeds children with lower IQs and higher rates of birth defects.
It isn't pure happenstance that parent-child sexual unions are taboo in virtually every society.
That people on this thread can't see this really shows how far we've declined into normalizing degeneracy.
