We're getting close to that, possibly surpassing the risk level of that era. The Soviets were, despite being communists, quite conservative in their decision-making. They used the missiles in Cuba skilfully to etract sanctions from JFK, but so long as they kept them out of the hands of the lunatic Castro(who was screaming at the Russians to nuke us), there was little risk of an exchange.

I don't see the same restraints on Putin now.

A Russian submarine captain actually prevented a nuclear war in the Cuban crisis. There was very much a risk of mutual annialation.
