I watched a film preview. The film preview was preceded by a message something like:

This preview is approved for an appropriate audience.

Are there previews approved for an inappropriate audience?
Better yet, are there previews approved for a totally inappropriate audience?
Even better, This preview is approved only for violence loving sex fiends with a whale fetish.
This preview is so hot that it made me want to go out and rape underage hedgehogs!
This preview is aproved for children, down to the age of six-years-old, provided that the children are necrophiliacs.

Who makes the decisions?

It's a content-free statement, written to lend an air of legitimacy to a product of dubious quality. It's like those over-the-counter medications on TV that boast of being "doctor tested." Do they mention what the results of those doctor tests are? No. Disclosing that information would expose them for the snake oil hucksters they are.

For previews, they actually 'rate' the previews. If the preview says something like 'PG-13', they are not always (but sometimes) talking about the rating of the film, what it always is, is how graphic the content of the commercial is. I have seen 'r' commercials for horror movies where they actually show almost-nudity and a lot of violence.

They have those green screens so they can tell you "This movie, 'rampant-death-murder-sex-orgy-three' is awesome, but we didn't put any of the violence in this ad, so your children can watch the commercial without getting nightmares and wetting the bed later on"

Oh, the joys of "one size fits all" trailers.
We used to get something like:
"PG13 trailer advertising an Adult film".
