So I've started a new story but I'm not sure if I'm doing it correctly.

I put in a question about the direction of the story and there is the option about continuing the thread. I'm confused - do people just begin where I leave off or do they vote for what direction the story goes?

They begin from where you leave off, and then you decide whether or not you choose to accept their threads being a part of your story.
If you want people to vote about how the story is to develop, you'll have to do it on this forum.
