Need help finding a story i read a few years ago maybe someone on here may have run acrossed it.

It was about a dragon society thats was hidden on an island. It starts off with a dragon disguised as a man that had hacked into a gov computer system in dc. Then goes home through a a portal.earth dragons camt fly or so they assume theres a whole class system with earth dragons being the bottom teir when they are the most important it turns out anyway if this sounds familiar to anyone please inform me would greatly apreciat been bugging me for months
