President Donald Trump said Friday that he is considering using emergency powers which would allow him to use military funding to build a wall on the US-Mexico border, saying "I can do it if I want."

"We can call a national emergency because of the security ... I haven't done it. I may do it but we can call a national emergency and build it very quickly," he said during remarks in the White House Rose Garden.

Trump has repeatedly talked about declaring a national emergency in recent months but hasn't followed through yet, allowing the government to shut down over funding the wall rather than declaring one.

"The idea that President Trump is considering declaring a phony national emergency as a pretext to take billions of dollars away from our troops and defense priorities in order to pay for his wall should alarm all Americans," Sen. Jack Reed, the ranking Democrat on the Senate Armed Services Committee said in a statement.

"Declaring a trumped up national emergency in order to skirt congressional approval is wrong. And our troops and taxpayers should not bear the burden of a broken, preposterous campaign promise," he said.

President Donald Trump is inclined to declare a national emergency to secure military funding for his long-promised southern border wall if talks between administration officials and top lawmakers from both parties continue to stall, a White House official told CNN on Saturday.

While not the administration's preferred plan, the use of emergency powers to fund the wall "provides a way out" amid a series of contentious meetings and disagreements among Department of Homeland Security officials and Democratic lawmakers over basic facts related to border security, the official said.

"We can only stay like this for so long," said the official, who attended both meetings with congressional officials at the White House led by Trump this week, explaining that factual disputes have hung up discussions.

As the partial government shutdown enters a third week over the funding dispute, Trump has publicly said he would reject any plan that includes less than $5.6 billion for a border wall. The President acknowledged the possibility of using emergency powers to fund the wall during remarks in the Rose Garden on Friday, saying "we can call a national emergency because of the security of our country."

"I haven't done it. I may do it," Trump said. "We can call a national emergency and build it very quickly."

The President warned as he departed the White House he would take the step -- which would be subject to immediate legal challenge -- if talks with Democrats continue to crumble. Trump stormed out of a meeting with Democratic leaders a day earlier, insisting they weren't ready to deal.

The standoff has prompted a partial government shutdown that has now stretched 20 days. Many federal workers will miss their first paychecks on Friday.

"If this doesn't work out, probably I will do it, I would almost say definitely," Trump said. "This is a national emergency."
 
It's such a national emergency the con artist and Republicans never got the funding through in the last two years when they had control of both houses of Congress and the White House.

South Carolina GOP Sen. Lindsey Graham issued a statement Thursday calling for President Donald Trump to invoke national emergency powers to fund his border wall.

"Speaker (Nancy) Pelosi's refusal to negotiate on funding for a border wall/barrier -- even if the government were to be reopened -- virtually ends the congressional path to funding for a border wall/barrier," Graham said in a statement. "It is time for President Trump to use emergency powers to fund the construction of a border wall/barrier."

The statement from the key Trump ally came shortly after Graham said efforts to forge a deal with congressional Democrats had fallen flat.

The republicans are now encouraging unilateral executive action over legislative action. Of course. Conscious of convenience.

Those are the groups who gain and the groups who lose due to illegal immigration. In simplest terms, the presence of people who are here illegally means that the rich get richer and the poor get poorer..."

If Trump goes the National Emergency route he might “win” building a wall (emphasis on might) but he loses bigly either way because the master negotiator has no clothes.
