You're applying earth whale standards to space whales. That might be a mistake.
 
I recall a great old SF story (but not its title) about whales flying in Jupiter's atmosphere, in the temperate O2 zone. A whole community lived in the zone and rode the whales as public transport, sheltering in their buoyancy airbags. They couldn't get away with that on Europa, alas.
