Girl and her friend goes to a carnival and goes to a wishing well an being a free spirit she confided in her friend once before that she wished she could stop wearing clothes for good and that no one would notice. So at the wishing well she asks her friend a wish she should do and friend reminds her of her wish once before. After they head to the beach and being from a free spirit family she doesn't own any swimmers so she borrow her friend spare and while in the ocean she losses it and has nothing to find herself with.

Alarms go off nearby and people head in from a shark in the water so she has no choice when she gets to shore she tries to cover up and then realize she has nothing to worry about because no one notices and she and her friend realize her wish worked so for the rest of the story or series of chapters spends it naked. Scenes like school or home or movies or parties or anywhere they can think of for her to go she goes naked and so on and so forth......Any good?

For example, she wanders around hugging people, letting her nude body feel their clothing's fabrics. Or maybe there's a catch: if she wears anything, even an accessory, the illusion breaks. So she goes to the basketball court, gets told to tie her hair back and the moment her scrunch i.e. Snaps into place, she is standing stark naked in front of everyone with everyone looking at her

Your first idea would only work if the "invisibility" trick extends to objects held as well as clothes.
And even then, the noise of a vibe would give it away. Unless the story is about people hearing this noise but unable to locate it...? That might work for a humorous angle.

Your second idea has potential for a public humiliation theme, but I don't think that's what the OP had in mind.

Twist: The illusion works quite well full-time -- NOBODY notices she's naked, not even a lover -- who is annoyed that she won't undress.

Further twist: She did not wish for the illusion, it just happened, and it's ruining her career as a pr0nstar.

What if she were invisible? She has to be naked to not be seen, just like the Invisible Man. What kind of trouble could she get into, running around town naked and invisible, rubbing guys in the crotch and squeezing women's boobs out of the blue?

The invisible person's problems: Footprints and footsteps, especially in dirt and gravel and on hot concrete and pavement, and various on-ground debris. Ouch. (Better toughen those soles!) Fog and mist. Wet paint, mud, slime. Those come immediately to mind. She will be very limited as to the environments she can inhabit.

So, in other people's eyes she has clothes on. She's not invisible. Do they not see her "twisting the knob" of a sex toy "even though her clothes are on"? Does it look like she's fond of picking wedgies in public?

Could go any way. But i based the idea on a photo i saw someone captioned it to say shes naked and its like everyone sees bit dont care or that shes naked and they only see her clothes that arent there.

But with the friend there it could be that shes naked all the time and after awhile her friend gets jealous so she tries to get back at her somehow with the toys idea or remote vibrators or something......
