If this is a woman, she thinks leggings and a crop top are provocative and she can't stop herself from getting all hot and bothered by her mother wearing such things.

Ah, that's not leggings and a crop top though, that's a blouse and underskirt from a sari. The overdrape, the sari itself, is missing. So it might indeed be provocative in India!

I don't see that it suggests male or female, JMHO, though. (Actually I suspect you are correct, but I don't see evidence either way.)
