I think that the answer to illegal immigration is neither amnesty nor deportation, but a kind of "legalization fair", where illegals can go and make their case in a less formal setting to ICE agents and advisory panels of experts, after which they can be granted special "blue cards", awarding them probationary work rights and residency for a period of 3 to 6 months. These blue cards constitute hardship cases and can be renewed at similar such events. It doesn't grant them carte blanche, and they have to provide documentation of their case, with or without legal counsel. Naturally, at least some of the panel experts should be bilingual.
