I would assume it goes into the SS fund, along with the money collected from people who are here legally and their employers. A large part of that will never be paid to those from whom it was withheld.
In this regard, my wife and I are among the winners. We will probably collect more than we and our employers paid in. That is not the case with my first two wives, who paid in all their working lives, died during their fifties, and never got a dime back.
It was supposed to be in a separate account. The govt. used to tell the people how much was in it. When it got so large that the politicians couldn't keep their hands out of it they stopped letting people know the amount in it. I would imagine that account looks sort of like the SS account, a stack of IOUs without a name on them.
Don't see how this is "largesse for Mexico." Not all immigrants are Mexican. Those that are will perhaps be in a position to make slightly larger remittances to their families, that is all; more likely they'll just spend the money here, within the American economy.
