how can someone became a mod

First, you have to get out your inner a$$hole and feel generally cocky enough to think YOU are right all the time, and everyone else is wrong.
Second, you should be fascist in nature, and don't forget to make friends in the forum, and give them a break while holding everyone else to a hard line.
Third, feel free to interact with people in a provocative manner seeking to get them to break a rule so then you can then snap-flash your mod badge (a la Roscoe P. Coltrane).
Fourth, contact Laurel, the site admin and ask her for consideration to be a mod.
(In all fairness, I don't believe a "noob" can be a mod.)

And by the way it is an unpaid position. Also, as LWulf said, new users can't be a mod. Maybe after a couple of years of being on the boards you might be considered.
