Um, yes we can. Colorado does not require photo ID. I know, I used to live there and I never needed a photo ID to vote. Colorado also has universal vote-by-mail, where all eligible voters get a mail-in ballot.
 
Colorado requires voters to present non-photo identification (ID) while voting. Accepted forms of ID include valid Colorado driver’s licenses, valid U.S. passports, and certified copies of U.S. birth certificates. For a list of all accepted forms of ID, see below.

Voters may also need to return a photocopy of their ID with their ballots if they are voting by mail for the first time. Click here for more information.

You do have to have ID to vote there. Quibbling over a photo is not a valid rebuttal.
