Recently a relative came to visit here and she had developed a real disutrbing and annoying habit of unconciously mouthing along with whatever anyone speaking to her was saying. In the past we have encountered only a couple of people who did this and they were all completly out of their gords.I am just curious if this is a common sign of a possible burdgeoning mental condition.

She isn't deaf and reading lips, is she? That was my first thought...

As for a mental condition, my only guess could be OCD.

I'm not sure exactly what the mimicking is about, but I do have one token of thought. I suffer from OCD, which is Obsessive Compulsive Disorder. It's where you take something (a habit, or obsession) and it becomes necessary for you to function (a compulsion). The mouthing of the words does not sound like OCD to me, but there are all different kinds (of compulsions) so I guess I could be wrong. Why don't you ask her about it?
My comment about OCD, as a sufferer, it's not something easily understood by those who don't have it. We know that what we're doing is irrational and we know we should stop. A psychological disorder is only considered so if it interferes with your Daily Life, and believe me, OCD definitely does. If you have a compulsion and don't feel that it can be met, All thought of anything else shuts down. It's all you can think about. For me, I fell extremely stressed, bordering on panic attack (which is a horrible feeling) and I start to scratch myself, all over. It's embarrasing for it to happen in public and I couldn't even imagine if mine were so bad that I had trouble doing my job. If I found out my coworker's were doing that to me on purpose, I would feel extremely hurt and extremely embarresed. I'm not trying to scold or sound condescending, just let you know the other side of the story.

Someone I work with repeats over and over what he has just said. He has been diagnosed with autism. He only repeats what he says though, not others.
