If you don't want to be a guinea pig for Microsoft, then you can uninstall KB3035583 by doing the following.
In Windows 7, click Start | Control Panel | Programs and Features.
In the menu which appears, click the link top left to "View installed updates".
Type (or copy/paste) KB3035583 into the field top right and providing it's installed, the patch will appear below on its own.
Right click the file and click Uninstall.
In Winows 8.1, the procedure is basically the same except all you need to do is right click the Start button and you'll see Programs and Features at the top (no need to go to Control Panel first).
Also, since Microsoft has decided to give Windows 10 away free in a desperate effort to get users to upgrade from Window 7 and 8.1, it means that you can download it whenever the official release becomes available if you change your mind later.

Not if you have Auto updates unchecked. I haven't seen the Windows 10 icon since I uninstalled KB 3035583 a couple months ago.
You've missed about a million security updates then.
