MEXICO CITY — Mexico City’s assembly on Thursday voted for the first time in the country’s history to legally recognize gay civil unions, a measure that will provide gay couples with numerous social benefits as well as requiring them to fulfill responsibilities similar to those of married couples.

Mexico City, the capital of Mexico with a population of 8.7 million, is a federal district similar to Washington, D.C., with its own legislature. It is governed by the left-leaning Democratic Revolution Party, or PRD, which has been promoting the measure for several years at the behest of numerous gay activist groups. The party also dominates the legislature, which is the first in Mexico to approve such a law.
