30 of 40 memos are to be published by the Brookings Institute, illustrating how a former President helps the incoming one with information on matters of particular importance... what has been done, what's left to do, how things have been handled so far. Did trump do this expected service for the incoming Biden admin? i'd be surprised. Anyway, memos make it quite clear that the US relations with russia had 'soured' and that russia had definite plans for Ukraine.

“Russia attempts to challenge the territorial integrity of Ukraine, particularly in Crimea, which is 59 percent ethnically Russian and is home to the Russian Navy’s Black Sea Fleet, must be prevented,” the memo said.

It went on to say, “Russia will exploit Europe’s dependence on Russian energy” and use political means “to drive wedges between the United States and Europe.”

There is, of course, the school of thought that Dumbya himself started the ball rolling on this whole mess by publicly suggesting Ukraine should join NATO.

This is George W.M.D. Bush we're talking about. I doubt he ever knew anything about Russia's plans. His staff probably did, but not him.
