30 of 40 memos are to be published by the Brookings Institute, illustrating how a former President helps the incoming one with information on matters of particular importance... what has been done, what's left to do, how things have been handled so far. Did trump do this expected service for the incoming Biden admin? i'd be surprised. Anyway, memos make it quite clear that the US relations with russia had 'soured' and that russia had definite plans for Ukraine.
