Members of Congress and Their Staff Are Exempt From Biden's Vaccine Mandate

Why isn't the President's order an unconstitutional presidential bill of attainder?

We know that bills of attainder are forbidden by the Constitution which is Article I, Section 9, Clause 3: "No Bill of Attainder or ex post facto Law shall be passed" "The clause thus prohibits all legislative acts, “no matter what their form, that apply either to named individuals or to easily ascertainable members of a group in such a way as to inflict punishment on them without a judicial trial."

So how can powers forbidden to Congress itself, be assumed by the Executive without enumerated authority?
