Considering a bovine horns are essentially made of hair and are hollow for the most part, I'd say it doesn't even notice. And unlike deer and other antelope they don't shed their horns anually. He's grown up with those and in the process the neck muscles would have developed to compensate for the extra weight.

Kinda like Debbies back muscles did to compensate for her substantial mammaries before her breast deduction.
