Yes that is my experience too. Friends wife was arrested for tanning topless.

Beautiful place and lovely people. I have an ex FWB who comes from there as well as a male friend, both of them recounted stories of skinny dipping when they were growing up, as kids, teens into their twenties. So I was slightly surprised to find that even tanning topless was banned when we went there, a couple of women were warned that their bikinis were ok on resort but would get them into trouble if worn elsewhere.

Saying all that I fully intend to return one day.
