I like the idea of masturbation being a tribute to sexual activity by guys who can't get it. There should be some implied or overt humiliation involved for the masturbators, and lots of public exhibitionism. There should also be some kind of closed social structure where the guys at the bottom of the social hierarchy who don't get laid who masturbate to something other than their sexual betters having sex with a woman face some sort of public and humiliating punishment.
For example, let's say there's a fundamentalist polygamist commune where the men at the top- the priests, military leaders, etc.- have several wives, leaving men at the bottom with none. The genders are segregated until age 18, at which point the fierce competition for sex begins (women always marry their first sexual partner).
